Bay Village Mayor

Term: 4 years • Salary: $90,000

Incumbent mayor Paul Koomar is running unopposed. He has served as mayor since Jan. 1, 2017. The League of Women Voters is not sending questionnaires to candidates who are running unopposed.

Bay Village City Council, at large

Term: 4 years • Salary: $8,807 (2018)

Incumbent Sara Byrnes Maier is running unopposed for this at-large seat.

Bay Village City Council, Ward 4

Term: 2 years • Salary: $8,807

Incumbent Peter J. Winzig is running without opposition.

Bay Village Board of Education

Choose 3: Term: 4 years: Salary: $2,700

Eight candidates are running for the three four-year terms available on the board of education. The only incumbent is Scott A. Schulz, who was appointed to the board last year. (Lisa Priemer and Dave Vegh are not running for reelection.) The other seven candidates are Casey Ault, Scott Dwyer, Amy Huntley, Dave Jones, Patrick E. Mosier, Andrey Stojic, and John D. Taylor.

Bay Village Zoning Amendment, Dover Center Road: Issue 1

Proposed Zoning Amendment. A majority affirmative vote throughout the City and in Ward 2 is necessary for passage.

Shall the Zoning Map of the City of Bay Village be amended to change the zoning classification of PP# 203-09-029, located at 452 Dover Center Road, from its current Third Residence District to Retail Business District?

Pros: Yes – For the Measure. Expands Heinen’s parking lot, allowing flexibility in use with minimum disruption to the neighborhood.

Cons: No – Against the Measure. Reduces available residential property by one lot.

Bay Village Zoning Amendment, Overlay District: Issue 2

Proposed Zoning Amendment .A majority affirmative vote throughout the City and in Wards 1 and 2 is necessary for passage.

Shall Chapter 1189, Mixed Use Overlay District, of the Planning and Zoning Code of the City of Bay Village be amended regarding rezoning lands only in the Retail Business District, Commercial Business District, Apartment District, Office District, and Automobile Parking District, but excluding PP#’s 204-01-079, 201-01-080, and 201-01-081 also known as 630 Columbia Road, and PP#’s 204-01-082, 204-01-083, and 201-01-084, also known as 25513 Eaton Way?

Pros: Yes – For the Measure. Allows flexible development options that are more aligned with contemporary taste and city planning practices in three designated areas. Revises the zoning code to facilitate the goals of the Bay Village Master Plan adopted in 2017. Streamlines zoning approval to make development of designated commercial district in Bay Village more attractive to developers.

Cons: No – Against the Measure. Allows non-traditional residential and mixed-use development in commercial areas without an additional city vote. Allows increased residential density within the designated areas, possibly straining the provision of city services.
