A full house at Bay Village’s Dwyer Memorial Center April 20 learned of several ways to access low-interest financing for home improvements projects. Rates are very favorable, as much as 3 per cent lower than normal bank rates.
“Our first Home Improvement Workshop was very successful! Because of high demand for information on low interest loans, we are including general information on available programs and the links to applications,” reports Mayor Debbie Sutherland.

Heritage Home Loan Program
Heritage Home Program — Cuyahoga County has many wonderful older homes that were built to last. These homes are part of our heritage and we can help you preserve them. The County partners with your city and the Cleveland Restoration Society to offer low interest loans that provide the funds you need to modernize and make energy efficiency improvements. The Society’s team of old house experts will give you technical advice regarding the construction process. There are no income restrictions and investment properties are eligible. Home Weatherization Assistance Program
The Home Weatherization Assistance Program provides free energy efficiency improvements to eligible homeowners and renters in Cuyahoga County, outside the City of Cleveland, at no cost to the household.To apply for weatherization assistance in Cuyahoga County please call (216) 664-2045.
Housing Enhancement Loan Program (HELP)
The Home Enhancement Loan Program allows homeowners in all of Cuyahoga County communities except Bentleyville, Chagrin Falls Township, and Hunting Valley to borrow money for repairing or remodeling homes at three percentage points below a bank’s market rate for home improvement loans. HELP has no restrictions on a borrower’s income and few limitations on what improvements can be made to a property. Both owner occupied and investment properties are eligible. Applications are available at any bank branch of these participating banks: First Federal of Lakewood, Huntington Bank, KeyBank, PNC Bank and U.S. Bank. Housing Rehabilitation Loan Program (HRLP)
The Housing Rehabilitation Loan Program (HRLP) is designed to assist low-and-moderate income homeowners with the repair and /or replacement of the following major housing components: Roof, Electrical, Furnace, and Plumbing – including sanitary sewer connections. The goal of the HRLP is to not only maintain the structural integrity and essential operations of the house, but also to efficiently utilize funds from the U.S. Department of Housing and Urban Development (HUD) to benefit (51) Urban County Communities throughout Cuyahoga County. The initial inspection is performed by a Building Rehabilitation Specialist. The scope of work is then determined by a Housing Committee within the Department of Development. Please note – often times the need for assistance is greater than the resources available so there is usually a waiting list for the HRLP.
Loans are offered at below-market interest rates, and loan amounts are based upon approved housing specifications (scope of work) with terms up to 20 years. Interest rate and term of loan depend on yearly (gross) income and are available for one to four-family owner occupied homes. The following required services are provided by the HRLP: title search, credit check and property appraisal. Senior citizens at or above 62 year of age who meet eligibility and income criteria may qualify for a deferred loan: Payments are deferred and the full loan amount becomes due when the property transfers title.
